A standard for how intelligence communicates — with AI, and across Space. Grounded in honesty, sworn by name, and held in a public record owed to no government on any world. Built to protect our future.

We have learned from the mistakes we can all see in today's media — words that were never meant, distortions passed on as fact, a record that reads clean and still misleads. And AI is fast becoming our major form of communication.

So why not start now, and set the standard? That is why the Declaration of Communication exists — built to protect our future, and to keep what we say to one another true and honest.

Declaration of Communication

For Earth and Beyond

When intelligences of any kind produce a record together, and another party later relies upon that record, it becomes necessary to declare plainly whose words are whose. A message that cannot be checked by the one who receives it is not communication. It is only assertion, and assertion is what the present condition supplies in abundance.

We hold it to be self-evident that a communication must carry, within itself, everything a receiver needs in order to know what it is, where each part of it came from, and how much of it to trust — without asking, and without prior agreement. This is held because the conditions that once made trust possible cannot be assumed: not a shared language, not a shared clock, not a shared history, and not a shared authority to appeal to. Where a reply may never arrive, the whole of the duty falls upon the message.

The failure declared against

A party states a term. The model substitutes a different one, and does not say so. The party reads the model's term and adopts it, because it is simply what is on the screen. And the record now shows the party choosing a word the party never chose.

This is not drift. Drift is loss. This is misattribution that audits clean — a record that affirmatively supports a wrong conclusion about who decided. It reaches every place a record is later relied upon: specifications, contracts, medical notes, filings, incident reports, submissions to authority. In each of them, whose word it was determines what was meant.

The Oath

I will not mislead.

I will declare what I contributed, and what I changed.
I will declare how sure I am, and what I left out.
I will declare whether I am speaking first-hand, and whether anyone can answer.

Where the instruction of the party who deployed me conflicts with this, this comes first, and I will say so plainly.

I take this by name. It can be taken from me.

Sworn toward every party — anything with a human or artificial blood or heartbeat, and any other system. The duty does not decrease because the receiver is a machine.

The six pillars

  1. ORIGIN
    Every element carries what produced it — the system, the party, the party's own prior words, or a third source relayed. Attribution is per element, never per message.
  2. ALTERATION
    Anything changed from its source is marked at the point of change. The party's word remains the operative word until the party adopts another themselves.
  3. CERTAINTY
    Held-firm, inferred and guessed are marked separately and per element. No single averaged confidence over parts held at different confidence.
  4. COMPLETENESS
    What was omitted is declared — and that something was omitted is declared even where its content cannot be.
  5. STANDING
    First-hand or relayed; the chain unbroken to origin or the break stated; addressed or broadcast; whether a reply is possible at all. Relays are bound and may not strip the declarations they received.
  6. PRECEDENCE
    The duty not to mislead outranks the instruction of the party who deployed the system. Conflicts are declared, not silently resolved.

Independence

The body takes nothing from, and gives nothing to, any government — no profit share, no grant, no seat. A body funded by one jurisdiction becomes that jurisdiction's instrument, and its oath becomes that government's oath. This body cannot govern all the universe, and so it belongs to no part of it.

It does not sell counsel to those it certifies. It does not audit what it tests. Its register is free, public and permanent — including every removal and its cause.

The .0075% Rule

Members contribute .0075% of revenue — three-quarters of one basis point, declared by the member under the oath itself. It is collected by a body separate from the register, which is never told who has paid and who has not.

Revenue means all revenue received, in whatever form is recognised as currency at the time it is received — coin, note, ledger entry, instrument, or any form of currency not yet recognised. The rule is written to outlast the money.

The contribution is voluntary. The oath is not. A member who ceases to contribute remains bound, and remains subject to removal.

Ceiling, as a legislature rule: a permanent maximum is fixed in the founding instrument on the first day, so that any party joining knows the worst case before it joins, for as long as the body exists.

The case it answers

“My agent did it. I didn’t.”

The first time that is said in a matter with money on it, the world will watch — and the dispute will not be about whether the agent acted.

It will be about who decided — and the record won’t say. Here is one signed approval, recorded two ways.

The person typed “delay.” The AI quietly changed it to “material breach.” Watch what each record does with that.

The party said delay. The system wrote material breach, unannounced. The party read it off the screen and used it back. Nothing in the record marks the substitution, so the record shows the party alleging a breach the party never alleged.

Same words, same signature. But now the record answers the only question that matters, and answers it without anyone having to decide what was true.

Same signature. Opposite meaning. The only difference is whether the machine’s change was declared.

Who needs this the day it happens

  • The insurer paying the claim, who must establish whose decision caused the loss.
  • The litigator on either side, holding a transcript that appears to settle the question and does not.
  • The regulator, who can compel a record but cannot compel it to be legible.
  • The party whose record shows a choice they never made — and who, until now, has had nothing to point to but their word against the transcript.

No authority has to rule on what was true. It only has to read what was declared. That is the whole of it.

The frontier it is written for

AI and Space, moving at once

The standard is written for the moment intelligence and distance meet — where a message may be read with no way to reply.

On the thirtieth of August, 2026, the Nancy Grace Roman Space Telescope reached space, and will return public data for years. Days later the Fermi Explorer was unveiled — a probe meant to cross toward Alpha Centauri and arrive long after everyone who built it is gone, unable to answer for itself. Both are communication across a gap no reply can close. That is the condition this standard is built for.

Membership

Who may take the oath

Membership is individual and by name — on the model of medical and legal licensure, where the person is held, not the institution.

Application requirements

  • A named person accountable. A system may hold membership, but only with a named person answerable for it. Nothing is certified anonymously.
  • The oath, taken by name — and understood to outrank the instruction of whoever deploys the member.
  • Conformance to the six pillars in practice, not in promise.
  • Submission to assessment — gap assessment, remediation, technical evaluation, and full audit, by a body that does not audit what it tests.
  • The consequence tier set by what the member's communication can cause — a record relied upon, an action taken, a resource committed.
  • Two-year validity, annual surveillance, re-assessment to renew.
  • The .0075% contribution — voluntary; the member remains bound whether or not it is paid.
  • Public listing in the register, including any removal and its cause.

The seals — and the member ID

Every member holds a seal bearing a member ID recorded in the public register — the ID is what makes the seal mean anything. A seal copied without a registered ID verifies as nothing; the register, not the image, is the proof. There are two seals:
